Europa gegen die EU-Dienstleistungsrichtlinie

Überall in Europa arbeiten gegenwärtig viele Menschen am gleichen Problem: Wie bekommen wir die Dienstleistungsrichtlinie wieder vom Tisch des EU-Parlaments? Wir arbeiten in unserem jeweiligen lokalen Rahmen, ob in Köln oder in Zwickau, ob in Lübeck oder Konstanz. Wir sollten dies im Bewustsein machen, dass unsere Freundinnen und Freunde überall in Europa das gleiche tun - ob in Palermo oder in Athen, ob in Bordeaux oder in Warschau.

Die Auseinandersetzung um die EU-Dienstleistungsrichtlinie entwickelt sich zu einem internationalen Kampf für soziale und demokratische Rechte in der Europäischen Gemeinschaft. Sie knüpft in vielen Ländern an die Auseinandersetzung um die neoliberale Verfassung an, die führende EU-Politiker und Wirtschafts-Lobbyisten durchsetzen wollten und die am Nein unserer französischen und niederländischen FreundInnen gescheitert ist. Diese Bündnisse des letzten Jahres arbeiten jetzt weiter an der Verhinderung der Dienstleistungsrichtlinie.

ATTAC Europa hat sich in diesem Prozess um das Verfassungs-Nein und jetzt um die Bolkestein-Richtlinie - zumindest in einem begrenzten Rahmen - zu einem europäischen Akteur entwickelt. Aktionen, wie wir sie bei uns aus Deutschland kennen, Briefe an ParlamentarierInnen, Mail-Aktionen und ähnliches, werden in allen europäischen ATTAC-Organisationen als Mittel zur Verhinderung dieser EU-Richtlinie eingesetzt.

Auch der Europäische Gewerkschaftsbund ist wieder als europäischer Akteur in Erscheinung getreten. Demonstrationen und Aktionen in verschiedenen Hauptstädten Europas und am 14. Februar in Strasbourg machen dies deutlich.

Wir haben hier einige europäische Seiten herausgesucht, die versuchen dies deutlich zu machen. Sicher sind sie in ihrer Reichweite begrenzt und viele von uns werden kein spanisch oder französisch verstehen - und trotzdem zeigen diese Seiten, dass die Auseinandersetzung um die EU-Dienstleistungsrichtlinie ein internationaler Kampf um soziale Rechte in einem ökologisch nachhaltigen Europa ist.

Europäische ParlamentarierInnen initiierten einen Appell gegen die EU-Dienstleistungsrichtlinie. Ob André Brie (Linkspartei.PDS) oder Claudia Roth (B90/Die Grünen) oder Evelyne Gebhard (SPD), das parteienübergreifende ParlamentarierInnen-Bündnis setzt sich gegen die Verabschiedung der Bolkesteinrichtlinie ein.

KEINE DIENSTLEISTUNGSRICHTLINIE AUF KOSTEN DES EUROPÄISCHEN SOZIALMODELLS

(...) Wir - die Unterzeichnerinnen und Unterzeichner dieses Aufrufs - lehnen die Verabschiedung der Dienstleistungsrichtlinie in der von der EU-Kommission vorgelegten Form ab. Denn: Wenn die Richtlinie nicht in zentralen Punkten verändert wird, sind gravierende Konsequenzen für das Europäische Sozialmodell zu befürchten: Die Erfüllung von Gemeinwohlaufgaben würde gefährdet und die Regelungskompetenzen der öffentlichen Hand auf nationaler, regionaler und lokaler Ebene in Frage gestellt. Die generelle Einführung des Herkunftslandprinzips würde eine Abwärtsspirale bei Sozial-, Steuer-, Verbraucher- und Umweltstandards in Gang setzen. Außerdem hätte der vorliegende Richtlinienvorschlag eine massive Rechtsunsicherheit zur Folge. (...)

Erklärung europäischer linker Jugendverbände gegen Bolkestein


WE WANT GOOD PUBLIC SERVICES – WE SAY NO TO BOLKESTEIN DIRECTIVE !

Leftist organizations from all over Europe organized a demonstration against the privatization of welfare services.
Jyväskylä 5th January 2006.

Many public services are essential, and define the quality of life. Infrastructures for basic human needs including for example health care, education, water and energy supply, social services, postal services, and environmental and waste management must be under democratic public control. They should not be part of capitalist markets which only object is to make as big profit as possible. The Bolkestein directive would cause massive privatization to many of these important services.

Before the referendums of European constitution, many governments in European countries gave impression that they will not accept this directive. Now, not even one year after that, there has been a strong political majority, consisting of neoliberal forces from conservatives to social democrats which try to force the directive ahead in European parliament.

This law is aimed at areas with a high concentration of labour. It’s clear where the economical benefits of this massive privatization are founded – from workers rights, tax competition, working conditions and wages. The draft says that providers will be subject only to the laws and conditions applying in the country where they are based. This would force organizations to relocate to member states with lower standards, and would spur a downward spiral in working conditions. This would also be bad for people from countries with lower standards, ince it will do nothing to raise wages and working conditions in these countries to meet EU average levels.

In March 2005 there was a big demonstration against this directive. This demonstration forced neoliberal forces to back up with their demands. Now the neoliberals are attacking again, and we’ll have to raise our voice again for social Europe!

Call to a demonstration on the Services
14 February 2006 - 13 h - in Strasbourg

The European Trade Union Confederation (ETUC) is calling for a major demonstration on the Services Directive on 14 February 2006 in Strasbourg.

The European Parliament, meeting in plenary session, will be debating and voting on the draft directive at that time. The European trade union movement believes it is important to make its voice heard on a series of crucial issues:
*  excluding labour law, together with all collective agreements, from the directive;
*  excluding services of general interest and
*  attacking the country of origin principle in the draft directive.

We want as a top priority a strong, representative demonstration in Strasbourg on February 14 but in order to prepare for this, it would be useful if affiliates could organise local activities in their countries with the aim of informing people about the consequences of
the directive, by means, for example of meetings, conferences, demonstrations and press
conferences.

The ETUC wants a stronger Social Europe, a better European Social Model and certainly not the Bolkestein Directive!

Public Service trade unions
take aim against the services directive

Public Service trade unions take aim against the directive across the European Union, EPSU affiliate unions are mobilising against the despised Services Directive. The growing momentum is timed to give maximum visibility to the issue in advance of the crucial vote in the European Parliament (set to take place in Strasbourg on 16th February).

The trade union action will culminate with a demonstration in Strasbourg on 14 February. The number of national actions is illustrative of the level of frustration among public service workers with this Commission proposal. The Services Directive is seen as a direct attack on Quality standards in public services.

National campaigns have been launched by public service trade unions in Germany, Austria, Spain, France (FO, CGT), Belgium and the UK. In Berlin, Ver.di are organising a large scale demonstration on 11 February.

In the United Kingdom AMICUS have launched a large postcard campaign calling for the Directive to be dumped.

Austrian affiliates GDG have started a petition and in Spain and Italy (CGIL, CISL and UIL) further mobilisation is planned.

Belgian affiliates CGSP are set to send hundreds of public service workers to Strasbourg to demonstrate.

EPSU General Secretary Carola Fischbach-Pyttel congratulated the national affiliates on these actions. She stated that it was essential that pressure is maintained in the crucial days leading up to the Plenary vote in Strasbourg.

EUROPEAN TRADE UNION COMMITTEE FOR EDUCATION  

Education should clearly be exempted from the Directive on Services
ETUCE has launched a campaign to call upon the EU decision-making authorities to clearly exempt education from the scope of the proposed Directive on services in the internal market, first presented in January 2004 by the European commission.

The draft Directive is currently being examined in the Council and the European Parliament, but the main focus in these months is on the discussions in the Parliament, due to hold their plenary debate and vote on 14-16 February 2006.

ETUCE has joined the ETUC (European Trade Union Confederation) in calling for a major demonstration in connection with the vote. The demonstration will take place in Strasbourg on 14 February.

ETUCE strongly calls on all member organisations to lobby their national MEPs as well as national governments to safeguard education from the trade provisions in the proposed Directive.

Italien

In Italien läuft seit Monaten die "Campagna Stop Bolkestein – Stop Gats!", die sich auf nationaler Ebene auch an den internationalen Aktionstagen am 15. Oktober 2005 beteiligt hat. Von Italien aus werden sicher nicht viele Busse nach Strasbourg kommen, was aber nicht heißt, dass es dort nicht vielfältige Aktionen und noch mehr Veranstaltungen zu diesem Thema gibt.

In jeder Region - auch von fast allen lokalen Sozialforen, die in Italien einen größeren Stellenwert haben als bei uns - wird die politische Auseinandersetzung um die EU-Dienstleistungsrichtlinie geführt.

Polen

Osteuropa, bisher für die meissten von uns politische Diaspora. Aber schon auf der Europäischen Demonstration gegen die Bolkestein-Richtlinie im März 2005 in Brüssel waren sehr viele Rote Fahnen der polnischen Gewerkschaften zu sehen. Auch die polnische ATTAC-Organisation, mit der auch ATTAC-D immer enger zusammenarbeitet, wendet sich gegen die Bolkestein-Kampagne, hat eine eigene Website dafür erstellt, und es wird auch Aktionen in Warschau geben. Andere polnische FreundInnen werden wir am 11.2.2006 wohl auch in Berlin wieder sehen.

Le projet de "directive sur les services dans le marché intérieur" doit être débattu en première lecture au Parlement européen le mardi 14 février à Strasbourg. Basé sur le principe du pays d?origine, devenu « clause du marché intérieur », ce texte, dans la logique de l’Accord Général sur le Commerce des Services (AGCS) de l’OMC, est une incitation à la concurrence entre les Etats et les peuples. Il organise le dumping social, une moindre protection des consommateurs, une remise en cause de la culture, un abaissement des normes environnementales et de santé publique. Ce texte rend, de fait, impossible le contrôle de la puissance publique sur les entreprises de service.

THE BOLKESTEIN DIRECTIVE: NO!

As far as the FGTB and the ACV-CSC are concerned, this directive proposal is purely and simply unacceptable as it is particularly dangerous:

• disruption of the employment market in Europe;
• degradation of employee rights;
• economic, social and environmental dumping;
• threat to the survival of high quality public services;
• subjecting of social security to the laws of the market.

By removing the licence systems, the Directive intends to dismantle various democratic and social achievements, established by parliamentary and governmental bodies. We are of the opinion that a blind and unquestioning simplification as the Directive recommends, would mean a violation of these achievements that resulted from legitimately elected bodies. We thus take side with the ETUC and its campaign “Our Europe – Europe That’s Us!” in support of the right of the national governments to make pass the guarantee of the fundamental civic rights before that of the free competition and market rules.

We cannot accept an ultraliberal Europe that is fully subjected to the laws of the market, where employees are regarded as merchandise, and where restructuring, dismissals and decentralisation are the order of the day! 

We accordingly argue for a strongly social Europe with purposeful work for everyone, and for the upward harmonisation of employment conditions in the European Union

We also demand high quality public services accessible for everyone, and consequently a framework directive for services of general interest.

We want the expanded Europe to also be "our Europe", and for employees of whatever country to be able to strive for the improvement of their working and living conditions without them being played off against each other.
